The Congressional Management Foundation is a nonpartisan organization dedicated to helping Congress and its Members meet the evolving needs and expectations of an engaged and informed citizenry.

Why We Invested

The Congress of the 21st Century is facing enormous demands and pressure. State and district populations continue to grow while congressional resources shrink. Technology has made it easier for citizens to follow public policy and communicate with their representatives, but Congress has struggled to adapt to the increasingly transparent and fast-paced environment. The Congressional Management Foundation (CMF) has been a respected partner of both the House and Senate for over a quarter century, striving to positively impact congressional efficacy, free of a political agenda.Through more efficient practices in managing congressional offices members of Congress can more effectively serve their constituents. CMF assists Members in building trust and increasing engagement in the process while gaining capacity to spend more time legislating.

In addition to its efforts to help congressional offices manage resources effectively, CMF produces the longstanding and widely, respected bipartisan orientation and management guide “Setting Course,” focusing especially on freshman Members.
